Two controversial California firearm-related bills are moving closer to becoming law after advancing through the Legislature before the summer recess. Senate Bill 948 and Assembly Bill 2047 could significantly expand firearm purchase requirements and regulate future 3D printer sales if approved later this year.

SB 948 would expand California’s firearm safety certificate requirements by mandating classroom instruction, live-fire training, and a proficiency demonstration before individuals can purchase or acquire firearms. The proposal would also apply to many new California residents, requiring compliance within a specified timeframe after moving to the state.

Meanwhile, AB 2047 would require future 3D printers sold in California to include technology designed to detect and prevent the printing of certain firearm-related files. Supporters argue the bill is intended to curb the production of unserialized firearms, while opponents contend it raises constitutional concerns involving free speech, privacy, and technological innovation.

Both bills have advanced to the appropriations stage and are expected to receive further consideration when the California Legislature reconvenes. If passed, the measures could have a lasting impact on firearm ownership, 3D printing technology, and Second Amendment litigation in California.
